(PG&E Residential Retrofit & New Construction Programs and Appraisal & Valuation for Green Residential Buildings)

PG&E Residential Retrofit & New Construction Programs
2010 marks the start of a new program cycle for California’s utilities. PG&E will be introducing some new programs to their residential program portfolio and continuing others: the Net Zero Pilot program, which will officially launch, the newly updated single and multifamily programs, the New Solar Homes Partnership, and the Multifamily Rebate Program (for retrofit). A number of these programs contain significant changes that will affect participating projects throughout Northern California. This presentation will cover these program developments, detailing such items as new incentive levels, green buildingkickers, and eligible measures, and discuss how these programs integrate with green programs throughout the region.Key Questions which will be answered in this portion of the training:•    What do PG&E’s new technical support and incentive programs look like? •    How do these programs differ from the previously offered programs (in 2006-2009)? •    How do these new programs integrate with green programs, such as Build it Green, GreenPoint Rated?
 
Appraisal & Valuation for Green Residential Buildings 
Currently, residential appraisers do not appear to value green features when appraising residential properties.  This presentation will explore why appraisers do not value these green features and, for those green features that are assigned a value by the appraiser, the presentation will highlight how those green features are valued by the appraiser.

This understanding can help participants in positioning and selling the green features of proposed projects to owners and describing those green features to appraisers.  In addition, this understanding may help participants to focus their efforts on meeting short-term financial objectives by prioritizing which green features to invest in.

Biography

Ms. Barr manages the marketing and implementation of HMG’s utility-sponsored new construction multifamily incentive program, including educational efforts and training associated with the program. Her program implementation duties for Pacific Gas & Electric’s California Multifamily New Homes (CMFNH) include organizing and coordinating the reporting, budget, client meetings, staff time, outreach events, and marketing materials. During her time as Program Manager, CMFNH has enrolled projects throughout Northern California with average expected energy efficiency levels more than 21% better than current Title 24 standards.

Brian Silverthorn,
PG&E
Brian Silverthorn of PG&E has worked as a field representative in the appliance efficiency and Residential New Construction programs since 1991. In addition to helping appliance sales outlets, HVAC contractors, and single-family and multi-family builders benefit from the programs, he conducts sales training for program participants to help them incorporate energy efficiency into their sales processes.
 
Sean O’Reilly, Ernst and Young
Sean is a manager in the Transaction Real Estate department of Ernst and Young’s San Francisco office where he is involved in audits of real estate companies and the real estate element of corporate transactions.  He has over 20 years of experience as a real estate appraiser and valuation expert including six years running his own appraisal company. Sean has obtained the highest appraisal designations in his field, the MAI and SRA designation signifying expertise in commercial and residential valuation.  Sean has significant experience preparing appraisals for lending purposes for single family homes, condominiums as well larger residential subdivision developments and apartment buildings. Additionally, he has attended numerous seminars related to green valuation issues and has experience with appraising properties with green construction elements.
 
Chuck Marks, Alain Pinel
Chuck has lived in the Bay Area since 1987 and has a thorough knowledge of the real estate market in this area.  A graduate of Ohio State University in Economics, he enjoys applying this to real estate and is now a realtor for Alain Pinel.  Chuck helps clients select houses that are environmentally friendly in nature and offers energy saving strategies to clients.  He has taken the Certified Commercial Investment Member (CCIM) courses, which gives him the ability to assess Commercial properties through financial modeling.  Chuck has several clients interested in Green Flipping.  He takes "Bank trash” and flips it "Green.'  
 
Byran Mekechuk, Teamwrkx Construction
Bryan is a principal with Teamwrkx Construction and is currently building a house in Monte Sereno that is targeting Platinum certification under the LEED for Homes program.  The house includes geothermal heat exchange, 1.5 million lbs of insulated thermal mass, 8.4 kW of solar photovoltaic, and the re-use of Redwood lumber and Douglas Fir beams from the original Eichler home, built in 1969.  The house exceeds Title 24 requirements for single family dwelling by 72.9%, which is the highest in the State of California.  He earned a Bachelor of Commerce from the University of Alberta and an MBA from the University of Western Ontario.  Bryan is a Chartered Accountant in Canada and worked with Ernst & Young from 1983 through 1998, during which time he audited financial institutions with extensive real estate portfolios.
