Event Description

Topic:  City of Berkeley and PG&E Residential Retrofit & New Construction Programs
 
Description: 
Part One:  The City of Berkeley will discuss proposed changes to the Residential Energy Conservation Ordinance to require Home Energy Testing and Rating at time of sale and renovation.  In particular:
•    Meeting climate action goals through existing home improvements
•    Using the new HERSII Home Performance Standard
•    Enhancements to Berkeley’s Residential Energy Conservation Ordinance
•    Rebates for home testing and improvements with Federal Energy Efficiency Block grant funds

Main Takeaways from this portion:
•    Understanding of importance of home retrofits in meeting climate goals
•    Familiarity with HERS II
•    Awareness of upcoming policies to require and encourage home performance improvement that will affect real estate transactions and renovations as well as rebates for Berkeley property owners
•    Discussion and feedback amongst contractors, architects and realtors would be valuable

Part Two:  2010 marks the start of a new program cycle for California’s utilities. PG&E will be introducing some new programs to their residential program portfolio and continuing others: the Net Zero Pilot program, which will officially launch, the newly updated single and multifamily programs, the New Solar Homes Partnership, and the Multifamily Rebate Program (for retrofit). A number of these programs contain significant changes that will affect participating projects throughout Northern California. This presentation will cover these program developments, detailing such items as new incentive levels, green building kickers, and eligible measures, and discuss how these programs integrate with green programs throughout the region.

Key Questions which will be answered in this portion:
•    What do PG&E’s new technical support and incentive programs look like?
•    How do these programs differ from the previously offered programs (in 2006-2009)?
•    How do these new programs integrate with green programs, such as Build it Green, GreenPoint Rated?

Speaker Sophia Hartkopf, Billi Romain, and Jeff Gleeson

Biography

Sophia Hartkopf, Heschong Mahone Group, Inc.
Ms. Hartkopf is an Associate Manager at the Heschong Mahone Group, Inc. with a strong background in environmental policy, program implementation, and evaluation. Ms. Hartkopf provides the following services to HMG projects:  program implementation and evaluation, marketing and outreach, and policy research. Specific project duties include: assisting in all aspects of program implementation, including developing program marketing campaign materials, performing program outreach; database design, tracking and reporting and tracking program progress in databases; and performing market analysis and program evaluation research. In addition, Ms. Hartkopf is involved in energy efficiency research and policy studies, such as completing research and reporting on construction best design practices.

Jeff Gleeson, Pacific Gas & Electric Company
Jeff Gleeson is a graduate of the UC Davis Graduate School of Management and was a PG&E Energy Efficiency Fellow during the 2008-09 school year at the UC Davis Energy Efficiency Center. Jeff graduated from Cal Poly San Luis Obispo in 2006 with a B.S. in Civil Engineering and a dual emphasis in Water Resources and Transportation. Jeff joined PG&E this summer and works in the Mass Market team focusing on Customer Energy Efficiency.
